fsck -f -y /dev/hdb1 does a file system check.
It does not format the hard drive. Besides, the question is does /dev/hdb1 holds the MBR (master boot record) of the OS (operating systems). If the OS is on another device say, /dev/hda1, then you will only be losing another primary or extended partition and not formatting your whole OS. What you have shown is preposterous.
